He is Director of Planning and Development at the Inter-American Organization for Higher Education (IOHE). He has worked in higher education cooperation for more than 20 years, with wide experience in managing technical cooperation projects, promoting academic networks and building partnerships with higher education institutions. He has led numerous training and cooperation initiatives in areas such as the internationalisation of higher education, the use of ICT in education, educational innovation, social innovation and the development of innovation ecosystems. He holds a Master of Science in Public Health from the Université Laval and a specialisation (DEA) in Environmental Impact Assessment from Concordia University, Canada.
